According to my knowledge the highest number of industries are in Solan district of Himachal Pradesh. There are areas like Parwanoo, Baddi etc in Solan distt which are known for the industries.

Yes I am also of the view that Solan is having maximum number of industries. As per my opinion Solan has very large industrial areas. The reason behind this is Solan is easily approchable and very near to plain areas like Chandigarh. The cost of transportation is less and the other factor for development of industries in HP was tax holiday. For that Solan is the HOT SPOT with all the essentials required by big industrial houses.
