Steps taken by Himachal Govt. in becoming ‘Open Defecation Free State’ by the end of 2010

Himachal government started the sanitation awarness progrmmes in Gram panchayats. Awards, incentives and various rewards for these panchayats served as the boosting factor to make them open defecation free.

Whenever we have to solve a big problem we start working at the grass root levels. Same is in the case of making Himachal an open defecation free state as soon as possible. When this sanitation awareness campaign was started, the Gram Panchayats in Sirmour district were focused. Slowly and gradually the fire of this sanitation programme started touching other Gram Panchayats too.

In order to encourage sanitation cover in the rural areas, Himachal government offered them fiscal incentives as a reward. It is decided by Himachal government that the Gram Pamchayats which will achieve 100% sanitation cover will be called as ‘Nirmal Gram Panchayats’. 100% sanitation of Nirmal Gram Panchayats means that they will 100% sanitation coverage of individual house toilets, 100% sanitation coverage in anganwadi’s and schools and total rid of open defecation and working on clean environment maintenance. As rural masses are hardly aware of consequences and health problems due to open defecation, Total Sanitation Campaign (TCS) guides them about the ill effects of open defecation and advise them to make use of toilets. These sanitation campaigns tell the masses of the rural areas about the hygienic development in their daily life.

In order to give an edge to these sanitation programmes, the Himachal government has decided to honour people who participate actively in these programmes. They will be awarded in the State-level functions. In order to motivate the Panchayats, the Himachal government has also started up with Maharishi Valmiki Sampurna Swachhata Award. Moreover, School Sanitation Reward Scheme has been developed to award those schools and educational institutions who will be achieveing the Open Defecation Free programme. The basic idea of all these awards and honours is to make Himachal an open defecation free state by the end of the year 2010.
